This study aims to develop Notares, a smart financial management website designed to help students manage expenses and income effectively. In its development, the Agile method with the Scrum framework was applied to enable rapid iteration, optimal team collaboration, and adaptability to dynamic user needs. The development process includes the stages of collecting user stories, compiling a product backlog, planning and implementing sprints, to evaluating and testing features. As a result, the Notares website was successfully developed with core features that consumed a total of 79 hours of work time in three sprint periods (of the five planned sprints). The Notares website provides main features such as financial recording, report visualization, investment recommendations, and smart notifications. The evaluation shows that the Scrum approach can support the achievement of project targets efficiently and provide flexibility in feature development. The novelty of this study lies in the application of the Agile method with the Scrum framework in the context of developing a financial management website for students, which has not yet been used as the main approach in similar studies.
